Phil Lacombe
President and Chief Operating Officer

Recently appointed President and Chief Operating Officer, Mr. Lacombe leads a top tier management team dedicated to developing and selling software, analytics and cyber security capability; developing new customers and channels to market and managing existing customer and channel partner relationships; developing strategic partnerships and ensuring that overall revenue and profit goals are achieved and shareholder value is delivered.

Mr. Lacombe is a seasoned industry executive with over 20 years of leadership experience in the defense and national security technology sector. In 2008 he co-founded Secure Mission Solutions, which he led as President and Chief Operating Officer until its acquisition by Parsons in 2014. He remained with Parsons to lead its commercial cyber security business and the SMS business unit. Prior to SMS, Mr. Lacombe held senior positions with a number of major defense technology businesses, including SAIC, General Dynamics, and Veridian Corporation. He has served on a number of U.S. Government panels, including as Staff Director of the President’s Commission on Critical Infrastructure Protection. His career began as an Air Force officer, and he completed his service as a Colonel.

Mr. Lacombe holds an M.A. in Journalism from the University of North Carolina, Chapel Hill and earned his B.A. in English and Leadership from the University of Massachusetts, Amherst.

Charles Cosgrove
Chief Financial Officer

As STG’s Chief Financial Officer (CFO), Charles Cosgrove directs the company’s finance function, overseeing all aspects of financial planning, reporting, accounting and compliance. He also plays an active role in supporting STG’s corporate and business development strategies.

Mr. Cosgrove has a career spanning 30 years in senior finance roles in public and private companies and with private equity-backed enterprises ranging in size from early stage to over $7BN in revenues.

He has deep experience in leading growth, M&A and capital raising strategies with companies serving the US Federal Government market, including businesses providing national security technologies and services. Additionally, he has a highly successful track record in driving strategic restructuring of finance and accounting functions to align with corporate and public market requirements, and has extensive knowledge of US government contracting and operations.

Most recently, Mr. Cosgrove was CFO with CRGT, Inc., a systems integrator across the Federal Government market, including the national security community. Here, he integrated two major company acquisitions prior to the company’s sale to private equity ownership and subsequent merger to form Salient CRGT.

Prior to his tenure with CRGT, Mr. Cosgrove was CFO of Comtech Mobile Datacom Corporation, and held senior positions with several government-focused public companies, including KBR, Affiliated Computer Services (ACS) and Planning Research Corporation (PRC).

Mr. Cosgrove graduated from Georgetown University with a Bachelor of Science Degree in Accounting and is a Certified Public Accountant.

Cheryl Garrison
Chief People Officer

As Chief People Officer, Ms. Garrison is responsible for leading the Human Resources, Talent Acquisition, Facilities and Security teams.

Ms. Garrison has provided strategic leadership to STG’s Human Capital organization, making it a priority to develop a world class talent acquisition function and a human capital strategy that encompasses leadership development, performance management and succession planning. Her efforts have transformed the talent acquisition function into a synergistic, client-focused and metrics-driven team.

Ms. Garrison joined STG in 2013 and has more than 29 years of experience in the Government contracting industry where she has held leadership roles in Talent Management and HR functions. Before joining STG, she was the Vice President of Recruiting for L-3 STRATIS. Prior to that, Ms. Garrison led the Recruiting and Staffing teams for General Dynamics IT and Verizon Federal Network Systems. She has held roles in Training, Benefits and Employee Relations and has led high performing teams in developing and executing talent acquisition strategies that have become differentiators in the marketplace.

Ms. Garrison holds a B.A. in Management and is certified in Strategic Workforce Planning. She is an active member of the Washington Executive Strategic HR Council, SHRM, Women in Technology, and various HR and Recruiting professional working groups.

Bill Perlowitz
Senior Vice President, Solutions and Technology

Bill Perlowitz leads the company’s efforts to develop and implement innovative solutions that deliver value to STG clients. He supports the full business development lifecycle and works very closely with STG sector leaders to introduce innovative process, solutions, and technology to rationalize, develop, operate, and sustain complex secure systems in traditional, cloud, and tactical environments.

Before assuming operational responsibility, Bill was CTO for STG. In this capacity, he was responsible for conception, development, and implementation of STG's technical vision, communities of practice, and solutions, and managed STG's team of solution architects and internal IT and process departments while leveraging technical experts throughout the organization to deliver high-value, low-risk mission solutions.

Mr. Perlowitz has led all aspects of performance-based design, implementation, deployment and support of Federal mission critical systems spanning up to 250,000 nodes across as many as 75 international sites, including conception and development, costing, staffing, subcontractor management, earned value tracking, standards compliance, cost control, and client reporting.

Mr. Perlowitz brings more than 30 years of dynamic technical and management leadership in support of Federal departments and agencies. He obtained a Bachelor of Science in Electrical Engineering, Administration and Management Science, and Economics from Carnegie-Mellon University. He is a Certified Chief Information Security Officer, Project Management Professional, Certified Information Systems Security Professional, Certified Cloud Security Professional, and Security+ CE. As a highly regarded industry leader, he is an active contributor in industry conferences and special commissions including the Federal Technology Convergence Commission, Public Sector Big Data Commission, and Commission on the Leadership Opportunity in U.S. Deployment of the Cloud, has authored many published articles and special reports on next-generation technologies, and is a frequent speaker on emerging technologies and best practices in highly visible forums.

Prior to joining STG, Mr. Perlowitz has worked for Wyle's Science, Technology, and Engineering Group, Apptis, Reliable Integration Services, United Technologies’ Sikorsky Aircraft and IBM's Federal Sector Division.

Katharine Murphy
Senior Vice President, Software Development, Systems and Services Sector

Katharine is responsible for the operation and oversight of STG’s Software Development, Systems and Services Sector, which provides operational support for the entire systems lifecycle for all Federal Government clients, including the development of complex applications, command & control systems and databases using agile methodologies and extreme programming, decision support systems integration, and system modernization including hybrid cloud migration.

Katharine brings twenty-five years of experience across a broad range of customers to include USAID, DOJ, DHS, DARPA, as well as state/local customers. She has extensive experience managing businesses focused on delivering total solutions and systems to government customers predominantly in the information technology, knowledge management and operational support areas. Katharine has held several positions with General Dynamics Advanced Information Solutions where she led software, systems and solutions development and delivery for very complex systems in the homeland security, defense and national law enforcement missions. She earned an M.S. in Computer Science from George Mason University, and a B.S.E. in Computer Systems Engineering from Arizona State University.

Joe Nicholas
Senior Vice President, Cyber Security and Secure Information Systems

Joe Nicholas is responsible for the operation and oversight of STG's cybersecurity and secure information systems practice, which provides operational support for information systems and IT operations for all Federal Government client requirements. This includes enterprise network and operations security (NOC/SOC), cyber systems and technology service management, cyber transport and computing infrastructure, secure voice and unified communications, application security; disaster recovery / business continuity planning, risk management framework, information security and assurance, end user support, and service desk/center operations.

Mr. Nicholas brings to STG extensive experience in creating, transforming and leading development teams that have delivered groundbreaking information technology innovations across the national security and intelligence sectors. With over 25 years of experience driving strong organic growth within both new and established enterprises, Mr. Nicholas possesses insights and know-how to help expand STG’s strategic opportunities, build partnerships and advance its business model.

Prior to joining STG, Mr. Nicholas served as the Vice President of the Cyber Intelligence and Operations Sector at the Parsons Corporation, which he joined in 2013. At Parsons, he had management responsibility for a team of over 500 people delivering in excess of $150M in revenue across the offensive and defensive cyber operations market.

From 1988 to 2012, he held a range of technology-oriented management roles with Northrop Grumman and TASC. As Director of the SIGINT Systems Operating Unit from 2009 to 2012, Mr. Nicholas oversaw significant new business growth, including the establishment of a $170M defense and intelligence organization supporting the US national security community. From 2005 to 2009 he was Director of the Operations and Technology Solutions Division, overseeing the successful capture and delivery of over $250M of new business. As Director of the Community Architecture and Integration Division from 1997 to 2005, he built an intelligence services business, which included obtaining a $100M systems engineering support contract.

Paul Rempfer
Senior Vice President, Business Development

Mr. Paul Rempfer has joined STG as Senior Vice President of Business Development. In this role, he will work with STG senior leadership and have management and operational oversight of the company’s capture, business development, and proposal management organizations. Mr. Rempfer’s appointment was effective from November 1, 2016.

Mr. Rempfer brings more than 20 years of executive experience, having led business development organizations that have captured over $2 billion in contracts across cyber security, intelligence, and critical infrastructure domains. Mr. Rempfer has experience driving strong growth across both new and established enterprises, and he possesses the industry relationships, insights and know-how to help expand STG’s strategic opportunities, build partnerships, and advance its corporate growth agenda.
